The human resource director for Outagamie County, Wisconsin was arrested on Friday in connection with possession of child pornography and sexual exploitation of a child. Adam Westbrook, an alleged member of the Brew City “Sisters of Perpetual Indulgence,” faces four counts for each offense.
According to Fox 11, Westbrook was taken into custody in Neenah following a search warrant executed by multiple agencies, including the Neenah Police Department and the State Department of Justice as part of a larger Kenosha County investigation.
Libs of TikTok broke the news on X, reporting that Westbrook is an “anti-Catholic drag queen” in his spare time.
The popular X account posted a photo of several members of the Brew City Sisters of Perpetual Indulgence alongside Sheboygan Mayor Ryan Sorenson.

The above photo of Mayor Sorenson and the Sisters of Perpetual Indulgence was taken last year at the Sheboygan Pride Picnic and posted on the Visit Sheboygan Facebook page. Some residents at the time accused Sorenson of committing an ethics violation by appearing with a group that mocks nuns and the Catholic religion.
Westbrook reportedly refused to address the situation.
The Sisters of Perpetual Indulgence is a worldwide “order” of transvestites who dress up like gaudy, sexually deviant Catholic nuns to mock the Catholic Church, adopting names such as: “Sister Porn Again; Sister Chastity Boner; Sister Sister Edith Myflesh; Sister Roz Erection; Sister Constance Craving of the Holey Desire; and Sister Risqué of the Sissytine Chapel.”
The Post Millennial posted two more photos of Westbrook purportedly appearing in drag with other members of the Brew City Sisters of Perpetual Indulgence.
American Greatness was unable to independently confirm whether any of the transvestites in the above photos is Westbrook. There is no mention of his alleged involvement with the group on his LinkedIn account and thus far, local media have not reported any such connection. Westbrook’s LinkedIn account does feature a header that says #InItTogether in rainbow colors.
The Brew City Sisters of Perpetual Indulgence website does not currently show any photos taken after 2016. The group states that “it’s best to look at the Facebook page!” for more current photos. However, the group’s Facebook page appears to have been deleted.
“We are shocked by the charges and have begun the process to terminate the individual,” said Outagamie County Executive Tom Nelson in a statement. We will continue to cooperate with authorities and do all that we can to assist in the investigation.”
Westbrook started working as the human resources director for Outagamie County in September of 2023. He previously worked as Human Resources Director in nearby Sheboygan for nine “tumultuous” months. Westbrook resigned from that job on August 30th, 2023 “under a cloud of suspicion” regarding the sexual harassment of an intern, WHBL reported.
Westbrook submitted his resignation from the Sheboygan position one week after an open records request was filed concerning allegations that Westbrook made an unwanted homosexual innuendo toward a City of Sheboygan intern.
In his resignation letter, Westbrook stated: “What I did not know was how callous, deliberately untruthful, and unwelcoming a small, but very vocal, part of this community would be. Since starting at the City, I have been subject to an onslaught of false, defamatory, and downright hateful statements and accusations coming from a small group of individuals who seem to relish in conspiracy theories, name-calling, and trying as hard as they can to rid the City of anyone who doesn’t look, think, or act like them.”
The local activist group “Take Back Sheboygan County” also reported that there was an open records request regarding Westbrook’s conduct, and shortly after that, he resigned.
City Attorney Charles Adams at the time strongly refuted claims of inappropriate conduct, saying in a statement that he “spoke to several people who were directly part of the conversation. Within hours of receiving the initial information he was able to determine that the conversation was entirely appropriate and above board.”
Following Westbrook’s resignation, Take Back Sheboygan County reportedly received messages from current and former employees shedding more light on the situation. “The fear of retaliation and the culture of intimidation have somewhat lessened with Westbrook’s impending departure,” the group reported.
Westbrook was Executive Director of Human Resources and Legal Affairs in the city of Oshkosh from July 2022 to January of 2023, according to his LinkedIn page.
Before that, he was the city attorney in Neenah, Wisconsin.

According to Michael Westbrook’s LinkedIn page, he is a “Family And Consumer Science” teacher and member of the American Association of Family and Consumer Sciences.
The Sisters of Perpetual Indulgence have been prominently featured in the news in the past year.
