Rep. Thomas Massie Introduces Bill Requiring Federal Candidates to Disclose Dual Citizenship

Representative Thomas Massie (R-KY) has introduced the Dual Loyalty Disclosure Act which would require candidates for federal office to disclose all countries in which they hold citizenship.

Massie’s bill, H.R. 2356, seeks to promote transparency by calling for the disclosure of dual citizenship to appear publicly in a statement of candidacy filed when candidate seek to run for federal office.


In a press release, Massie called for dual citizens elected to Congress to renounce citizenship in all other countries.

Massie stated:

At a minimum, they should disclose their citizenship in other countries and abstain from votes specifically benefitting those countries. If we are going to continue to allow Members of Congress to acquire and retain citizenship in other countries, they should at least be required to disclose to voters all countries of which they consider themselves to be citizens.

Under current law, U.S. officials must confirm that they are American citizens but are not required to disclose whether they hold additional foreign citizenship.

The U.S. Senate maintains a public record of members of the Senate who are either immigrants or are the children of U.S. citizens born abroad but there is no record for either the Senator or the House of which members hold citizenship in countries other than the U.S.

Supporters of the measure say it would keep elected federal officials loyal to America first and head off accusations of misplaced loyalty by bringing full disclosure of all other citizenship held by those officials.


The Dual Loyalty Disclosure Act is co-sponsored by Representatives Andy Biggs (R-AZ), Marjorie Taylor Greene (R-GA), and Clay Higgins (R-LA).
