If President Trump wants to control the Foreign Service, all he has to do is refuse to confirm promotion of officers who opposed him who are seeking commissions for higher ranks. Nothing in the Constitution nor the law forces him to accept the promotions proposed by the State Department. He can refuse on an individual basis and the officer may not be promoted without the concurrence of the President. This is especially important for those seeking promotion into or within the Senior Foreign Service [State’s equivalent of General officers].
